Overstep™ Sexual Harassment, Workplace Boundaries & Power Dynamics

Sexual harassment training people can actually stay with. Overstep™ teaches employees how to recognize, prevent, and respond to workplace harassment by starting with something every adult already understands: boundaries—and what happens when personal, professional, organizational, or legal boundaries are crossed.

Most harassment training starts with the law. Overstep starts with the moment a boundary gets crossed.

That shift matters. Instead of dropping adults into an hour of definitions, warnings, and awkward hypotheticals, Overstep™ builds a practical framework for noticing what is happening in real time: What boundary is here? What changed? What power is operating? What is the impact? What can I do next?

From there, the course connects everyday workplace judgment to the legal concepts employees still need to know—sexual harassment, sex-based harassment, discrimination, retaliation, abusive conduct, protected characteristics, reporting options, and prevention.

The examples are adapted from patterns CircleUp® has encountered across more than a decade of HR work. The result is training designed for adults across industries—not a generic corporate video people click through and forget.

Overstep training preview explaining overstepping boundaries

The core idea

Harassment is not abstract. It is an overstep.

Overstep™ defines an overstep as crossing a personal, professional, organizational, or legal boundary in a way that creates impact on a person, relationship, or workplace. That language gives learners a usable way to recognize problems before they escalate—and a bridge into the legal standards they are required to understand.

Built to feel different

Compliance without the cringe.

The course is intentionally adult, practical, and direct. It respects the seriousness of the topic without making the learning experience stiff, theatrical, or detached from real work.

01 / Boundaries first

A framework people already understand.

Personal, professional, organizational, and legal boundaries become the through-line for recognizing conduct, communicating expectations, and deciding when to act.

02 / Power made visible

Why speaking up is not always simple.

Employees explore power dynamics, bias, fear of retaliation, conflict avoidance, and pressure to comply—so “why didn’t they just say something?” is replaced with a more accurate understanding.

03 / Real decisions

Scenarios instead of lectures.

Learners identify what boundary is being crossed, what protected identities may be involved, how intent and impact differ, and what response options are available.

Inside the 1-hour course

What employees learn.

A practical path from everyday boundaries to harassment law, reporting, prevention, and response.

  1. Boundaries 101 What boundaries are, why they can be unspoken or subjective, and the difference between personal, professional, organizational, and legal boundaries.
  2. Workplace boundaries How workplace expectations, role clarity, policy, power, and context change what is appropriate at work.
  3. Recognizing an Overstep How to identify when a boundary has been crossed, distinguish intent from impact, and recognize patterns that may require action.
  4. Discrimination, harassment & sexual harassment Protected characteristics; unlawful harassment; sexual and sex-based harassment; quid pro quo; hostile work environment; and verbal, visual, physical, and digital conduct.
  5. Where harassment can happen In person, online, in messages, at work events, during travel, at off-site meetings, and in interactions with customers, contractors, or vendors.
  6. Power, bias & barriers to speaking up Power dynamics, fear of consequences, retaliation concerns, conflict avoidance, and why silence never automatically means consent or comfort.
  7. Reporting & anti-retaliation How reporting pathways work, why multiple avenues matter, what limited confidentiality means, and how retaliation protections support participation.
  8. Prevention & response Practical response choices, including interrupting, distracting, checking in, getting help, documenting concerns, and using organizational resources.

Multi-state deployment

One core course. The right compliance path for each location.

Overstep™ is built around the content areas that appear across U.S. harassment-prevention mandates, with jurisdiction-specific assignment rules and add-ons where the law requires something more than a general one-hour course.

1 HR

California nonsupervisory path

Designed around California’s one-hour interactive harassment-prevention framework for nonsupervisory employees, including practical examples, protected characteristics, sexual and sex-based harassment, retaliation, abusive conduct, gender identity/expression and sexual orientation, reporting and remedies, prevention, knowledge checks, and scenario-based application.

California
1-hour employee path
For employers with 5+ employees: nonsupervisors receive at least 1 hour every 2 years; supervisors use the 2-hour edition.
New York State
Annual interactive path
No minimum hour count. Annual interactive training is required, with employer policy/process details incorporated for the organization.
New York City
Annual + employer process
Annual interactive training for covered employers; deployment should include the employer’s internal complaint process plus NYC, NYS, and EEOC reporting information.
Illinois
Annual core path
All employers train employees annually. Restaurants and bars require an additional industry-specific supplemental training.
Delaware
50+ • every 2 years
Covered employers provide interactive training; supervisors need additional supervisor-specific content, available in the 2-hour edition.
Maine
15+ • new hires
New employees must receive training within one year; supervisors and managers require additional responsibilities and corrective-action content.
Connecticut
Use 2-hour path
Covered Connecticut employers require a 2-hour employee training path. Use the 2-hour course instead: Overstep™ Supervisor Edition.
+ Chicago
Bystander hour also required
Chicago adds a separate 1-hour annual bystander requirement to the city’s 1-hour employee / 2-hour manager sexual-harassment training minimums.
+ Washington
Industry-specific
Covered isolated workers in hospitality, retail, security, and property services have extra panic-button and role-specific training requirements.
+ Washington, D.C.
Tipped-wage rule
Tipped-wage businesses must use an OHR-certified trainer and follow D.C.-specific training/reporting rules. Confirm eligibility before assignment.
+ Virginia
State contractors
Certain state contractors must train annually on the contractor’s own sexual-harassment policy; CircleUp® can pair the core course with policy-specific content.
+ Puerto Rico
Protocol-specific
Employers have workplace sexual-harassment prevention and protocol obligations that should be implemented with the employer’s local policy/procedure—not treated as a generic one-hour-only assignment.

✓ means this 1-hour course is a strong fit or core path for that jurisdiction’s employee requirement. + means the course may be used but there is an extra local requirement, supplement, trainer rule, or policy configuration to address. → means this page is not the correct primary edition and the other Overstep™ course should be used.

Questions, answered

What HR teams usually ask.

Is Overstep™ sexual harassment training?

Yes. Overstep™ is a workplace sexual-harassment and harassment-prevention training. Its distinctive approach is to teach the legal and workplace concepts through boundaries, power dynamics, realistic scenarios, and practical response choices.

Does the 1-hour course meet California’s employee training requirement?

It is designed around California’s one-hour nonsupervisory training framework. California compliance also depends on interactive delivery, required content and activities, a qualified trainer/question process for e-learning, proper timing, and the employer’s own compliance obligations.

What about California supervisors?

California supervisors need at least two hours. Use Overstep™: Supervisor Edition — Sexual Harassment, Power & the Duty to Act.

Can we use this training nationwide?

Yes, as a core multi-state harassment-prevention course, but there is not one universal U.S. hour requirement. Some jurisdictions require a different duration, supervisor-specific content, an extra bystander module, a certified trainer, industry-specific content, or the employer’s own complaint process/policy.

Does one hour satisfy Connecticut?

No. Covered Connecticut employers require a two-hour employee training path. Use the 2-hour Overstep™ edition here.

What is different about Chicago?

Chicago requires annual sexual-harassment prevention training of at least one hour for employees and two hours for managers/supervisors, plus an additional one hour of bystander training for all employees.

Can we put Overstep™ in our LMS?

Yes. A SCORM version is available for organizational deployment. If you do not use an LMS, CircleUp® can support registration and completion through its own learning environment.

Do individual learners receive a certificate?

Yes. Learners who satisfy the course completion requirements receive completion documentation. Organizations using their own LMS can also track completion inside their system, depending on their LMS setup.

Does Overstep™ offer IACET CEUs?

This one-hour qualifying learning event offers 0.1 IACET CEU to participants who meet the stated completion requirements. CircleUp Education is an IACET Accredited Provider.

Is the course only for office workers?

No. Overstep™ is designed for adults across industries. The core concepts—boundaries, power, harassment, reporting, retaliation, bystander choices, and response—apply across workplace settings.

How often is the content updated?

CircleUp® reviews and updates Overstep™ annually so examples, terminology, legal references, and the learning experience can stay current.

Can we add our own harassment policy and reporting contacts?

Yes—and in several jurisdictions, that employer-specific information is essential. For organizational deployments, CircleUp® can discuss how to incorporate or pair your internal policy, complaint pathways, HR contacts, and required local reporting resources with the core course.

Can we buy seats in bulk?

Yes. Bulk-seat, team, enterprise, and SCORM conversations are handled directly with CircleUp®. Use the scheduler below for a 30-minute rollout conversation or send the inquiry form.
